When the CTO becomes the DevOps team

Many founder we've talked to in the last five years has the same story. The first cloud account got set up in a hurry. The first Terraform was written by whoever had read a tutorial. The first production change went out on a Friday because someone said it would be fine.

It was fine. Most of them were.

The problem isn't that early infrastructure is messy. The problem is that the person who set it up is now writing product code, fundraising, hiring, and answering customer support, and the next change still goes through their hands.

The pattern we keep seeing

We spent a decade running cloud infrastructure for engineering teams that couldn't justify a dedicated DevOps hire. The teams varied a lot. The patterns didn't. None of these are about tools. They're about ownership.

The CTO is the bottleneck. This is the most common one. The founder or CTO set the infrastructure up, so they own every change to it. New service, scaled database, rotated secret. All of it routes through one person. It feels manageable when the team is three engineers. By the time it's eight, the CTO is doing infra side-work two days a week. By twelve, they're the slowest part of every release.

AI is generating infrastructure nobody is checking. Claude Code, Cursor, GitHub Copilot, all of them write Terraform and CloudFormation now, and the output usually looks fine. The plan runs cleanly. The change goes out. Then a week later you find out the security group is wide open, or the RDS instance is the wrong class for your workload, or the IAM role grants permissions nobody asked for. The model wasn't lying. It was working from training data that didn't include your account.

Too small for DevOps, too big for ad-hoc. There's a stage between "two engineers and a Heroku account" and "platform team with policy-as-code" that most early-stage companies sit in for two to three years. Hiring a senior DevOps engineer is somewhere around $180-250K loaded. The ROI doesn't justify it for a team of six. But the ad-hoc approach, where someone runs terraform apply from their laptop and someone else does drift fixes when alerts fire, stops scaling around the seventh or eighth engineer. Mistakes happen. Audit trail is git log. Approvals are a Slack thumbs-up.

Consultant dependency. The hidden version of the one above. Instead of hiring full-time, you bring in a consultant or fractional DevOps. They set things up well. Then they leave. The next change requires bringing them back. Knowledge doesn't stay in the team. Six months later you're paying for someone to re-learn what they built.

Why none of this hits the dashboard

The insidious thing is that all four work most of the time. You ship fast for six months. Nothing blows up. You get comfortable. The cost shows up later, in one of three forms.

A security incident you can't reconstruct. The Cloud Security Alliance's Top Threats report ranks "misconfiguration and inadequate change control" as the number one cloud threat, above zero-day attacks and sophisticated intrusions. Translated out of analyst language, that means the breach you're going to have isn't a hacker outsmarting your stack. It's somebody merging something they shouldn't have, three months ago, and nobody noticing.

An enterprise deal that stalls on compliance. The customer asks for your change management process. You've got Git history, CloudTrail, and a Slack channel. That isn't a process. The deal slips a quarter while you build one.

A 2am incident where "what changed recently" takes half the night to answer because the last few days came from two AI-generated PRs, one console hotfix, and a Terraform run somebody did on their laptop.

None of this shows up while it's brewing. The team looks productive right up until the moment it doesn't.

What actually changes things

The teams that get past these patterns without hiring a DevOps function did one thing. They made the change process itself the system, not the people running it.

That means every change goes through the same path, whether the CTO wrote it, an engineer wrote it, or an AI agent generated it. Every change gets checked before production for security, cost, and blast radius. Every change has a recorded approval, not a Slack reaction. Every change leaves an evidence trail you can read back.

None of that requires hiring a platform team. It requires deciding the path is the platform.

The teams that don't do this stay productive on the surface and accumulate fragility underneath. Then one of the three things up top happens, and they wish they'd done it earlier.
